T.C.A.R. is a non-profit 501(c)3, 100% volunteer based, no-kill rescue organization located in Vancouver, WA.

Our mission is to reduce the number of adoptable animals euthanized in overcrowded shelters and when possible, owner surrenders and strays. Restore them to good health and through adoption, provide them permanent loving homes.
