Scenic Michigan began in 1989 under the charge of the Michigan United Conservation Clubs Billboard Control Task Force. As part of Scenic America, Scenic Michigan is a 501 (c)(3) non-profit corporation dedicated to preserving, protecting, and enhancing the scenic and aesthetic character of Michigan's communities and roadsides.

In 1990, Attorney General Frank J. Kelley and Michigan’s first lady Helen Milliken raised additional consciousness concerning highway billboard blight when they traveled the state with their slide program “The Great Terrain Robbery.”
The task force voted in 1995 to become Scenic Michigan and further become an affiliate of Scenic America.
One year later Scenic Michigan incorporated, received a 501(c)(3) designation, affiliated with Scenic America.
To preserve, protect, and enhance the scenic and aesthetic character of Michigan's communities and roadsides.
